Key Findings

• As of July 2025, a total of 4,031 ZEBs are tracked across six transition stages—from pronouncement to in-service deployment. This figure reflects a notable decline compared to Report #5 due to updated procurement timelines, technology shifts, and refined agency reporting. Ontario, Quebec, Alberta, and British Columbia continue to lead in total ZEBs, while a growing number of small and mid-sized transit systems are advancing into active procurement and deployment.
• The report captures 597 chargers reported nationwide, with 150kW pantograph chargers being the most prevalent. Infrastructure development remains critical as agencies expand garage retrofits, overhead charging networks, and hydrogen fueling capacity in partnership with utilities and technology providers.
• A layered funding strategy dominates, with all 32 participating agencies leveraging federal funds, 21 using provincial programs, and 27 utilizing municipal contributions. Key programs include ICIP, ZETF, CIB's ZEB Initiative, and the Rural Transit Solutions Fund, supported by joint procurement, feasibility studies, and strategic partnerships.
• Transit agencies continue to face challenges such as high upfront capital costs, operational limitations in winter, and workforce capacity gaps. However, pioneering agencies like Brampton Transit, Roam Transit, and Halifax Transit have demonstrated successful models through pilot deployments, stakeholder collaboration, and phased rollouts—offering actionable lessons for others.
